I cant create a new website, i currently only have 1 other website.

What issue you face…while creating a new website??
1 - Visit www.000webhost.com
2 - Use a different or create a new email address compared to one used before on 000webhost
3 - Create a new account on 000webhost
4 - You now can create new websites and upload your data again
Any issues do reply or private message me.
Website creation is disabled on the old panel.
New panel allows creation of new sites.
Is there a way i can do this without using a different email address?

New panel is accessed by creating a new account.
If you are using Googlemail I could be wrong but you can use like

both will arrive in your inbox so you could run two accounts like so

And you’ll still get the email in your inbox! 
So basically my old account is now useless. Can i close that account and reopen with the same email address?
Yes old accounts are useless; they are migrated over in a queue which is long so could take weeks/months but in time it will happen.
Else you can TRY to delete your account; while logged into the old panel select your name on the right hand side on the list of details and it should take you to a page where you can delete your account?
I personally would open a brand new account using a new email address or modified address.
